EIP-2144 takes place after Bellatrix and Paris.
Purpose of this process:
Acts as a filter, as it aids in identifying and differentiating nodes that support the fork and those that do not. As a result, the nodes that do not support the fork are dropped from the clients on a P2P level.
This EIP is added via a hard fork. It adds the FORK_NEXT upgrade section.
Since the POS Chain/Beacon chain is tightly coupled with a real clock, an exact block can be chosen for this upgrade to be initiated. For Sepolia it is estimated to happen near slot 417120, which is expected on 17 August 2022 at 12:24:00 PM UTC.
